Staff, Behind The Scenes…
Founder, Jon “JR” Cordeiro
Jon flows in sharing the Father’s heart for others while calling out their identity in Christ. Radically transformed through the gift of desperation, he deeply values the gift of Truth and being real that set him free. His heart for seeing God’s people set free and equipped to be more than conquerors has come through over three decades of leading and pioneering in both Christian and secular arenas. Jon is intimately familiar with the sorrow and struggles of being an outcast. Pioneering the OutCast Network is his act of obedience to the Lord’s instruction to cast the net off the other side of the boat and bring people to the Father, not to church, so He can put them where He needs them.

Associate Founder, Shanay Payne
Online para-minister and recent Preach-off winner, Shanay supports the development of the OCN mission, Community Gatherings, team, and brand efforts behind the scenes. She is an encourager and a creative who loves taking “walk & talks”, spending time with her husband, Paul, community gatherings, outreaches, and times of prayer. She has served in ministry leadership and on ministry boards, coached teams, presented at women's ministry events, is an active prayer intercessor, and has done visual brand designs for top companies in the US. When she isn’t sleeping, she is working towards her upcoming 2026 Doctorate in Christian Counseling. Shanay sees God on the move, shifting all things for His beloved so they will know He sees, knows, and loves them deeply. God is ready to help us all grow in new ways!
